Far too many polygons, far to rigidly placed with far too little sense for the existing form. Assuming that you'd eventually consider displacement, which would be a proper thought, you could get away with roughly 200 polygons or less to perfectly describe this form. I've downloaded your model out of curiosity and it's already nicely simple and clean.
To tyree's credit, it looks like it was a pain in the booty to do what he's already done.
My recommendation is not to continue. You can use the extra time you win by doing more artistic work and further yourself before trying to take advantage of anyone's needs.

your greatly mistaken by what that is. I know I can use fewer polygons for a flat normal map. thats the model without a normal map which isnt supposed to be possible by the way. that was not a pain, I was sleepy when I started on that. I spent like 30 minutes on it. and its still nowhere near high poly

There are few things you could possibly ever notice about my being mistaken let alone greatly mistaken when it comes to evaluating polygon models. You may never fully comprehend, who you're talking to, but let me just assure you, you can rely on my judgement.  One more tiny free advice to you; excuses fail to serve a purpose, if a result requires them.

as do you not comprehend who your talking to. your not dropping any knowledge on me. you assumed it would follow the norm. when it doesnt. I'll post one that follows more the norm later. Ill also post another that doesnt

Boy, oh, boy, you're a hard nut, ty. I don't want you to feel any unneccessary pressure. Don't pressure yourself so much either, at least not infront of everybody. Take your time. Life's good and this all is supposed to be fun. You must understand, though, I don't need to know you to tell you what's wrong with what I see, but you should try to understand that I'm one of the pioneers of polygon based organic modeling and one of the most notorious lowres modeling/highres rendering guys out there, keeping everything animatable in a natural and detailed fashion. It appears like I've been doing that for longer than you exist, I'm assuming, based on your behavior, but I also know that that's never a real arguement.
However, I'm not debating you, but simply try to let you know that you have more time than you may think. Don't be so impatient and overeager to apply yourself to others before you can apply yourself to yourself at any satisfactory level. That's not me being evil, it's my attempts to relax you and take the pressure away. There's simply no hurry! You'll be a great modeller and hopefully even a great artist. Use your fire for your craft!

Oh that's nice and clean! Is there something in the center of the forehead that you've retopo'd?. It's hard to tell from the snapshot you've shown, but I just see lots of polys bunched together there.
