I'm trying the Reduce Detail tool and nothing is happening so I'm curious how it's supposed to work. Is it a tool that reduces detail where you brush or is it supposed to reduce the whole model at once like a decimation type thing?

It reduces details where you brush. When you choose the tool, it should change the view to Wireframe, so you can actually see the Mesh, and see it reduce the Polys in real time. To reduce the over all poly count you can use one of these methods.
I use it when there are specific areas where the polys are dense for no good reason.
I have to get the camera in near the mesh pretty close, turn on Reduce Detail, make sure that the detail slider is set higher than zero (important; if it's set to zero, it tends to make holes in the mesh where you touch), and brush the tool carefully over where I want to simplify. It takes a few passes sometimes, but it works.
